There are some (tentative) signs from Europe that this is indeed happening. The Europeans have allowed themselves to become totally reliant on US military protection. That may have made sense during the Cold War: they were recovering economically in the early decades, and the Red Army occupied East-Central Europe. But those days are long gone. Europe today has the economic and technological wherewithal to defend itself, especially given the Russian army's performance in Ukraine.
